As reported by Censor.NET citing the local newspaper Nikopol News, the shots can be heard on the 6th minute of the footage.
The second footage shows that there were two armed persons in the session hall:
A scuffle broke out virtually at the very beginning of the meeting when the agenda was being voted after the members of the Right Sector encircled the rostrum and lawmaker Tetiana Belaia called on to overthrow the incumbent local authorities.
According to eyewitnesses, two shots were fired after the activists doused a city council member Oleksandr Rybakov with kefir and threw green dye over Mayor Andrii Fisak. The first shot was fired in the air while the second one was made at the activists. It was Rybakov who used his handgun.

Nikopol city police Chief Yevhen Kravtsov confirmed this information to the local news outlet. According to him, no one was hurt in the incident. Police found bullet holes in the wall and ceiling of the session hall. The law enforcers are establishing all the circumstances of the incident.
