"The final date has not yet been set, and the process may be delayed because it takes time to prepare the case," the newspaper wrote.
The court already has a reasonable suspicion of Russian troops under the jurisdiction of the court.
The Bloomberg authors also write that the ISS and Ukraine are negotiating the transfer to The Hague of at least one captive Russian official who may testify in theory against Russian military officials.
