DIU confirms that ’Servant of People’ Trubitsyn was given a letter to leave Ukraine: ’At request of another structure’

Defence Intelligence of Ukraine commented on information of Skhemy that Kyiv City Council member Vladyslav Trubitsyn, who is currently accused in a bribery case and has twice failed to appear at a hearing of the Supreme Anti-Corruption Court, was able to travel abroad in May thanks to a letter signed by head of Defence Intelligence of Ukraine, Kirill Budanov.

The DIU confirmed that the department had provided Trubitsyn with such a letter of assistance in leaving the country, and claimed that it had done so at the request of another organisation, refusing to name it.
"This letter was issued at the request of another structure of the security and defence sector of Ukraine within the framework of interagency cooperation with this structure and at their official request. I cannot name this structure at the moment, perhaps this information can be made public later," said DIU representative Andriy Yusov.
As Schemes previously learned, Kyiv City Council deputy Vladyslav Trubitsyn, who is accused of bribery by the SAPO and NABU, travelled abroad to Poland on 13 May 2023 with the permission of the Head of the State Border Guard Service, Serhii Deineka, based on a letter from the Head of the Defence Intelligence of Ukraine.
According to journalists' sources with access to the border crossing data, the MP left Ukraine through the Rava-Ruska checkpoint on the evening of 13 May in his own Mercedes S 600 - three days before the High Anti-Corruption Court hearing, where Trubitsyn is being tried as an accused of receiving an undue advantage. Since then, the MP has not returned, which prompted the SAPO prosecutor to put him on the international wanted list.
According to Skhemy's sources in several bodies familiar with the circumstances of Trubitsyn's departure, he used a letter on the letterhead of the Defence Intelligence of Ukraine signed by the head of the department, Kirill Budanov, to cross the border. The letter is dated 27 January 2023.
"Skhemy had the opportunity to read the contents of this letter. In it, the head of the DIU asked the head of the State Border Guard Service to facilitate "unimpeded border crossing" for five people to go on a business trip abroad from 28 January to 25 May 2023. Vladislav Trubitsyn is among them. The letter also includes the make and number of his Mercedes S 600 car, which he eventually used to cross the border.
The Skhemy also managed to establish that in 2022-2023, Trubitsyn, already having the status of a suspect in a criminal offence, repeatedly travelled abroad on the basis of requests from the Defence Intelligence of Ukraine - in particular, on 13 November 2022 and 22 January 2023. This is reflected in the database on crossing the state border of Ukraine, according to the sources of "Skhemy" with access to this database.
Trubitsyn travelled abroad on 13 May 2023 and has not returned since. On 30 May, the MP failed to appear at a hearing in the High Anti-Corruption Court for the second time.
Earlier it was reported that the National Anti-Corruption Bureau exposed Vladyslav Trubitsyn, a member of the Kyiv City Council from the Servant of the People faction and chairman of the Kyiv City Council's Standing Committee on Entrepreneurship, Industry and Urban Development, for receiving an undue benefit of UAH 1.39 million. He received the money from a Kyiv businessman for winning an electronic tender for the right to locate a retail outlet. The case is currently being considered by the High Anti-Corruption Court.
