According to the investigation, the deputy commander of the 22nd Army Corps of the Coastal Forces of the Russian Federation, Colonel Viktor Bedryk, during the occupation of Kherson, became the so-called "military commandant of the Kherson region" and fulfilled the Kremlin's task of suppressing the resistance movement in the region.

"Immediately after his "appointment", the Russian official gave the order to set up torture chambers on the territory of the captured regional center at the time. The Nazis took local residents who were kidnapped from private homes or right in the middle of the street, primarily during anti-Russian rallies. In the cells of these "people were beaten, electrocuted, deprived of food and water, and threatened with execution. One of the torture chambers was equipped on the floor below Bedryk's "office" - in the basement of the administrative building captured by the occupiers in Kherson," the message reads.

It is noted that Bedryk not only watched how his subordinates abused the kidnapped citizens but also personally participated in the beating of the victims.

It was established that ruscist was involved in the torture of at least 12 civilians of the Kherson region who opposed the occupation regime of the Russian Federation. Two of these victims were tortured to death.

"In order to hide war crimes, the Russian invaders wrote in their own "forensic medical examination" documents that they "found" the victims "already dead in the middle of the city". Through torture and murder, the Russians tried to break the Ukrainian resistance and force its members to cooperate with the aggressor", told the SSU.

In addition, the criminal activities of the "supervisor" of the prisoners - Oleksandr Chychkan, who is a subordinate of Bedryk, were documented.

Bedryk and his subordinate Chychkan were informed of suspicion under part 2 of Art. 28 and chch. 1, 2 Art. 438 of the Criminal Code of Ukraine (violation of the laws and customs of war, committed by a group of persons according to a prior conspiracy).
