Zelenskyy enacted NSDC’s decision on protection and critical infrastructure and energy facilities uninterrupted operation in wartime conditions
President Volodymyr Zelenskyy has enacted the decision of the National Security and Defense Council of Ukraine (NSDC) on October 17, 2023 "On the organization of protection and ensuring the security of the functioning of critical infrastructure and energy facilities of Ukraine in the context of hostilities".
According to Censor.NET, the corresponding decree was published on the website of the National Security and Defense Council and the official website of the president.
The Decree of October 17, 2023, comes into force on the date of its publication.
According to the decision of the National Security and Defense Council, the Cabinet of Ministers must ensure within 10 days:
- performing works and measures for proper engineering and physical protection of critical infrastructure facilities,
- increasing the number and strengthening the defense capabilities of fire groups from the Armed Forces and the National Guard of Ukraine, which provide air cover, protection and defense of critical infrastructure facilities,
- creating by critical infrastructure operators at the relevant facilities conditions for the protection of personnel and the implementation of evacuation measures in case of emergencies,
- creating reserves of equipment and spare parts for the timely restoration of damaged facilities,
- creating an insurance fund of documentation for unique equipment and archiving critical databases.
In addition, the government was ordered to approve within three months an action plan for the restoration of critical infrastructure in the fuel and energy sector that was destroyed and/or damaged as a result of the armed aggression of the Russian Federation and to identify sources of funding for this plan.
"To the Cabinet of Ministers of Ukraine together with the General Staff of the Armed Forces of Ukraine: to monitor the situation at critical infrastructure facilities of the fuel and energy sector in order to update the list of critical infrastructure facilities that require priority air cover," the NSDC decision reads.
