EU agreed 12th package of sanctions against Russia when Austrian Chancellor Nehammer left room - Politico
On the night of December 15, European Union leaders agreed on a twelfth package of sanctions against Russia, when Austrian Chancellor Karl Nehammer was not present in the room.

According to Politico's diplomatic sources, the vote for the 12th package of sanctions without Nehammer was accidental - the chancellor left the room to talk to European Commission President Ursula von der Leyen about Romania and Bulgaria's accession to the Schengen zone
Politico calls Nehammer's absence during the sanctions approval "ironic." Earlier in the day, Hungarian Prime Minister Viktor Orban left the room when EU leaders decided to start negotiations on Ukraine's accession to the EU. Orban thus unblocked the EU's decision.
