Ministry of Defense from April will buy products for military under new rules, - Ministry of Economy

From April 1, products for the Armed Forces of Ukraine will be purchased from a catalog of 409 items. Regarding prices will be guided by the data of the State Statistics Service. The food delivery service will be purchased separately.

This was discussed at a meeting of the Interagency working group on identifying new approaches to food procurement by the Ministry of Defense, Censor.NET reports citing the Ministry of Economy

An interagency working group has developed recommendations for new rules that will be used by the Ministry of Defense to procure food from April 2024.

"Next month, we plan to submit a draft decision to the government to introduce another, new procurement system - a dynamic one that will be useful, including when purchasing food for the military," said Deputy Minister of Economy Nadiya Bihun.

Arsen Zhumadilov, Director General of the State Logistics Operator, told what changes in the procurement of food for the military are going to be introduced on April 1:

  • Food will be procured from a catalog of 409 items, but the goods in it will be aggregated into more than 25 categories (e.g., "meat products") at the stage of preparing tender documents. This should open up wide opportunities for Ukrainian producers to participate in procurement procedures.
  • When forming the expected cost, the customer will be guided by data on average prices from various sources, including the State Statistics Service.
  • Procurement and logistics are separated. The winning manufacturer will supply products to distribution centers. Delivery services from these centers to end users will be procured separately by the state.
  • A dynamic procurement system will be used. It will provide for the qualification of participants before the start of the tender, the possibility for those wishing to qualify during the qualification period to hide certain data about participants for security reasons.
  • Human-centrism: standardized menus will be developed by professional technologists (including those who now defend the country in the ranks of the Armed Forces of Ukraine). The menu will take into account both the needs of the military in various types of rations, and the specifics of meeting the needs for quality nutrition in the conditions of hostilities.

"The strategic goals that we seek to achieve by implementing new approaches are the continuity of meeting the needs of the Armed Forces, trust from society, markets, the state and our international partners. Finally, we strive for institutional sustainability. We want our approaches, transparency and functionality to be independent of variable factors. Including who heads the Agency," Zhumadilov said.
