New rules for working abroad have been introduced for people’s deputies since the new year. Now, their statements on a business trip will not be considered if the MP has not received "theses" from the Ministry of Foreign Affairs for his official statements and comments on the international arena.
According to Liga.net, the Speaker of the Verkhovna Rada, Ruslan Stefanchuk, signed the relevant order on December 29, 2023, Censor.NET reports.
The document states that a People's Deputy's application for a foreign business trip may not be considered if, during the previous trip, before the start of the business trip, the Deputy did not receive "clarifications from the Ministry of Foreign Affairs regarding the foreign policy course of Ukraine or summaries of official statements and comments of the People's Deputy regarding the implementation of state policy in the sphere of foreign affairs approved by the Ministry of Foreign Affairs external communications on issues related to the topic of business trips abroad".
Also, a People's Deputy's application may not be considered if last time he violated the term of his stay on a business trip, changed the country arbitrarily, was in other countries or did not submit a report after returning.
In addition, the document specifies the list of persons who must agree to the request of a people's deputy to leave: this is the head of the Rada committee, which includes the people's deputy, the head of the faction, the head of the deputy group, the head of the relevant delegation of the Rada, as well as the first deputy or deputy speaker of the parliament. After these approvals, the application is sent to Stefanchuk.
