Russia approves three-year budget with record spending on war

The State Duma of the Russian Federation has adopted the law "On the Federal Budget for 2025 and for the planning period 2026-2027".

The Russian government submitted the draft budget to the State Duma on September 30. The draft stipulates that in 2025, 13.5 trillion rubles (or 6.31% of Russia's GDP) will be allocated for military spending under the "National Defense" item. This is the highest military spending in Russia's modern history.

The new three-year budget envisages that military spending will be slightly lower in 2026-2027: 12.8 trillion rubles in 2026 and 13.1 trillion rubles in 2027.

Expenditures under the "National Security and Law Enforcement" line item, i.e., the work of law enforcement agencies, will amount to 3.5 trillion rubles in 2025. Together with the National Defense line item, this is 41% of all federal budget expenditures.

Spending on war and law enforcement exceeds spending on education, healthcare, social policy, and the national economy combined.
