Fulfillment of second part of Minsk agreement possible upon complete cease-fire, - Nuland
Complete cease-fire is the most important criterion for beginning of the political process of the Donbas situation settlement.
This was announced by Assistant Secretary of State for European and Eurasian Affairs Victoria Nuland, Censor.NET informs citing Interfax-Ukraine.She said the situation with the cease-fire had improved recently, but it is not yet complete, for people are being killed and clashes occur, she told in an interview to BNS news agency.
Nuland added that the first challenge was to stop killing people, so that the parties could move on with other provisions of the Minsk agreements, including the political solution, real elections under Ukrainian legislation and OSCE standards, withdrawal of foreign military equipment and personnel, and regaining of border control.
According to her, the Minsk agreements must be fully implemented, for they secure there is no frozen conflict in Donbas, or a constant threat to Ukraine and other countries.
