Putin is to take part in a meeting of the CSTO Collective Security Council. Its members are going to discuss "topical issues of international and regional security."
In addition to Putin, the presidents of Tajikistan Emomali Rahmon, Kyrgyzstan Sadyr Japarov and Kazakhstan Kassym-Jomart Tokayev arrived in Minsk.
Armenian Prime Minister Nikol Pashinyan said earlier that he would not participate in the summit because the CSTO did not protect Armenia.
The CSTO members are Russia, Belarus, Armenia, Kazakhstan, Kyrgyzstan and Tajikistan.
