On February 14, a video began to spread on social networks, in which people in military uniform near the "Pryvoz" market in Odesa try to detain a man, and he asks to remove his hands from him.

As reported by Censor.NET, Natalia Humeniuk, head of the coordination press center of the Southern Security and Defense Forces, informed Suspilne that the circumstances of the event and the persons depicted in the video are currently being investigated.

"Every day, we instruct units that go out with raids in such work. But, unfortunately, the human factor is the human factor. We are now figuring out what it is, who is on this video and whether it really is as it is. Because in in most cases, there is indeed incorrect behavior of the staff, but still it is served with the additional flavor of comments that do not correspond to reality," noted Natalia Humeniuk.

She also said that not all of the videos circulating on the network include employees of the territorial procurement centers, and mobilization measures are not depicted everywhere. Videos that are presented as mobilizations, she said, may actually depict, for example, the apprehension of a criminal or the intervention of the police to resolve a domestic conflict. Therefore, the military can make statements about what is happening in a specific video only after clarifying the circumstances.

"In the event that facts of improper behavior of our military personnel towards people are discovered, work is carried out, an official inspection is carried out, and these people even apologize to the person to whom the improper behavior was applied. But there are a lot of cases that are distorted and the videos are presented cut out," she said. head of the press center.

According to her, there were also cases in Odesa when employees of the Military Commissariat apologized for "too emotional behavior" in front of people. Natalia Humeniuk also noted that there are currently many personnel involved in mobilization activities, they are trained to work with people, but not all of them immediately respond to it.

A message appeared on the Facebook page of OC "South" that due to the fact of the conflict situation that occurred on February 14, the military service of law and order is conducting an official investigation into the fact of exceeding official powers.

"The command has condemned the improper behavior of the servicemen. The heads of the regional and district TCC and SP have been brought to disciplinary responsibility. Additional explanatory classes and trainings with the involvement of lawyers and psychologists are being held with the personnel involved in the notification measures," the message says.

It is also emphasized that the mobilization measures are "not a personal whim of the TCC and SP employees", but state-wide measures designed to form the reserve of the Defense Forces.

"In connection with this, every citizen who is subject to mobilization according to the law must fulfill his constitutional duty: to come to the TCC and SP at the place of registration, or to the nearest RTCC and SP, if the place of residence has changed, to clarify their personal data; if necessary, undergo a medical examination; inform about the existing grounds for obtaining a postponement.
