URC 2025 у Римі: світ об’єднується заради відновлення України

10–11 липня 2025 року в Римі відбудеться четверта Конференція з питань відновлення України (Ukraine Recovery Conference, URC 2025). Цей міжнародний захід збере уряди, міжнародні організації, фінансові установи, бізнес, місцеву владу та громадянське суспільство, об’єднані спільною метою — забезпечити стійке, довготривале відновлення України після повномасштабного вторгнення Росії. Головне гасло конференції — «стільки, скільки буде потрібно», і воно підкреслює непохитну рішучість міжнародної спільноти підтримувати Україну на всіх етапах її реконструкції.

URC 2025 — не ізольована подія, а логічне продовження серії конференцій, що почалася ще у 2017 році. Спершу вони мали назву Ukraine Reform Conference і були зосереджені на інституційних змінах та реформах. Але після 2022 року, коли Україна опинилася перед масштабною руйнацією інфраструктури та соціальної системи, фокус змістився на реальне фізичне, економічне та людське відновлення. З того моменту конференція отримала нове ім’я — URC: Ukraine Recovery Conference.

У Лугано, у 2022 році, Україна представила план відновлення на понад 750 мільярдів доларів. Тоді ж сформувалися ключові принципи майбутнього процесу, зокрема підхід «всієї країни» — коли до відбудови залучені не лише уряд і бізнес, а й громади, науковці, волонтери, культурні діячі. Ці принципи залишаються актуальними й сьогодні.

Конференції відбувалися щороку: 2023 року — у Лондоні, 2024 — у Берліні. У Лондоні понад 500 компаній підписали Ukraine Business Compact, продемонструвавши готовність інвестувати у відновлення. У Берліні було започатковано кілька важливих ініціатив, зокрема Skills Alliance та SME Resilience Alliance — для розвитку навичок та підтримки малого бізнесу. У Римі очікується подальше розширення цих напрямів.

URC 2025 буде структурована навколо чотирьох тематичних вимірів: бізнес, люди, регіони та ЄС-вимір.

Бізнесовий вимір зосередиться на залученні іноземних інвестицій, створенні умов для розвитку підприємництва та реконструкції інфраструктури. Людський вимір охоплює повернення переселенців, підтримку ветеранів, розвиток людського капіталу та інклюзивних освітніх і медичних систем. Місцевий рівень передбачає зміцнення спроможності муніципалітетів, розширення доступу до фінансування для громад та участь регіонів у формуванні майбутнього. Європейський вимір — це інтеграція України до політик, стандартів і ринків Європейського Союзу.

На шляху до URC 2025 вже відбулося кілька важливих підготовчих подій: у березні в Мілані — бізнес-форум за участі понад 350 компаній; у квітні в Києві — зустріч із громадянським суспільством; у травні у Вероні — діалог про культуру та місцевий розвиток; у червні в Лодзі — форум про збереження культурної спадщини за участі 90 музеїв.

Президент України Володимир Зеленський неодноразово підкреслював важливість міжнародної єдності. Під час підготовки до URC він заявив:
«Europe and the entire free world must gain more economic strength through our cooperation.»

А на конференції 2024 року в Берліні він наголосив:
«We need at least 7 additional Patriot systems to secure our main urban agglomerations… It will directly contribute to defense and ensure that the economic life of the country is not destroyed.»

Ці слова яскраво демонструють, що безпека й відновлення — це дві сторони однієї медалі. Без захисту неможливий економічний розвиток, а без економіки — неможливо будувати майбутнє.

Очікується, що URC 2025 у Римі стане платформою для нових партнерств, підписання масштабних проєктів і реальних фінансових зобов’язань. Передбачається участь делегацій з понад 60 країн, тисячі представників урядів, міст, компаній, міжнародних організацій і громадянського сектору.

Це не просто конференція — це платформа дії, довіри й надії. Від Лондона 2017 до Риму 2025 — Україна пройшла шлях від реформ до боротьби за виживання, і сьогодні — до відновлення та зростання.

«Відбудова — це не про повернення до старого. Це про створення нового — кращого, сильнішого, стійкішого майбутнього для українців і для всієї Європи.»

URC 2025 стане ще одним кроком на цьому шляху. Україна змінюється — і світ змінюється разом із нею.

До зустрічі в Римі. Україна потребує світу. І світ потребує України.

URC 2025 in Rome: The World Unites to Rebuild Ukraine

On July 10–11, 2025, the fourth Ukraine Recovery Conference (URC 2025) will take place in Rome. This major international event will bring together governments, international organizations, financial institutions, businesses, local authorities, and civil society—all united by a single goal: to ensure the sustainable, long-term recovery and reconstruction of Ukraine following Russia’s full-scale invasion. The conference’s central message is “for as long as it takes,” reflecting the global commitment to support Ukraine throughout its recovery journey.

URC 2025 is not an isolated event. It is part of a broader process that began in 2017. Originally known as the Ukraine Reform Conference, these gatherings focused on institutional reforms. But since 2022, after Russia launched its full-scale war, the focus has shifted dramatically—towards rebuilding lives, infrastructure, and the economy on an unprecedented scale.

At the URC in Lugano in 2022, Ukraine presented a comprehensive recovery plan estimated at over $750 billion. It laid out core principles, such as the “whole-of-society approach”, which stresses that recovery must engage not only governments and businesses, but also communities, academics, volunteers, and cultural leaders. These principles continue to shape the direction of Ukraine’s recovery.

The evolution of the URC conferences highlights a deepening commitment. In London in 2023, over 500 companies signed the Ukraine Business Compact, showing strong private-sector engagement. In Berlin in 2024, new initiatives were launched, such as the Skills Alliance and the SME Resilience Alliance, which focus on workforce development and small business support. Rome will build on these foundations.

URC 2025 will center around four thematic pillars: Business, People, Regions, and the EU dimension.

The Business pillar will focus on attracting investments, rebuilding infrastructure, and restoring investor confidence. The People pillar will prioritize human capital, veterans’ reintegration, education, healthcare, and social cohesion. The Regional pillar will empower local communities and municipalities with tools, funding, and responsibility. And the EU dimension will accelerate Ukraine’s alignment with European standards, markets, and institutions.

Leading up to URC 2025, several important preparatory events have already taken place. In March, a business forum in Milan brought together over 350 companies. In April, civil society leaders met in Kyiv to address human capital development. In May, Verona hosted a dialogue on cultural recovery and local development. And in June, 90 museums convened in Łódź, Poland, to coordinate efforts to protect and restore Ukraine’s cultural heritage.

President Volodymyr Zelenskyy has consistently emphasized the importance of international unity. Ahead of URC 2025, he stated:

“Europe and the entire free world must gain more economic strength through our cooperation.”

And speaking at URC 2024 in Berlin, he made clear the link between security and recovery:

“We need at least 7 additional Patriot systems to secure our main urban agglomerations… It will directly contribute to defense and ensure that the economic life of the country is not destroyed.”

These words underscore a fundamental truth: there is no recovery without security, and no future without a functioning economy.

URC 2025 is expected to generate new partnerships, financial commitments, and concrete project announcements. Delegations from over 60 countries will attend, along with thousands of representatives from governments, cities, international institutions, companies, and NGOs.

This is not just another conference. It is a platform for action, trust, and hope. From London in 2017 to Rome in 2025, Ukraine has moved from reform to survival—and now to renewal and growth.

“Recovery is not about going back to the old. It’s about creating something new—better, stronger, and more resilient for Ukrainians and for all of Europe.”

URC 2025 is the next step in that journey. Ukraine needs the world. And the world needs Ukraine.
