US discusses possible mechanisms for transferring Russian assets to rebuild Ukraine

The Russian Federation must pay for the damage caused to Ukraine as a result of the full-scale invasion. The United States is currently negotiating possible mechanisms to help make this happen.

As reports Censor.NЕТ, this was stated in an interview with CNN by U.S. Secretary of the Treasury Janet Yellen on the Fareed Zakaria program.

"I believe that Russia must pay for the damage done to Ukraine. The international community expects Russia to bear this responsibility. This is an issue that we are discussing with our partners, but there are legal restrictions on what we can do with frozen Russian assets. We are discussing with our partners what we can do with this in the future. But this is what needs to happen, Russia has to pay for the damage it has caused (to Ukraine - ed.)," she said when asked whether Russia should pay for the reconstruction of Ukraine with its frozen assets to the central bank in the West.

Yellen also noted that the sanctions against Moscow have already achieved two goals: reduced profits and equipment to continue the war.

"The 'price caps' on Russian oil that we have imposed have already reduced Putin's profits by about 40% over the past year. He was expecting a budget surplus, but instead he has a large deficit. As for equipment, the success here is in depriving Russia of equipment. This happened thanks to export controls and sanctions not only by the United States but also by other partners," she added.
