Reasons and responsibility for tragedy in 128th Mountain Assault Brigade

The brigade command scheduled an event to award a group of servicemen in the Zarichne village, about 30 km from the front.

1.  Zarichne is an important communication route, so it is in the zone of attention of the enemy's aerial reconnaissance. For a long time, the enemy drone observed how cars were concentrated in the middle of the village, and the enemy struck with a guided missile. According to the destruction, it was probably a Kh-59 air missile. 28 servicemen were killed, more than 50 were wounded.

2. The responsibility for choosing the place and time of the award in the village, which was clearly visible by drones, was the responsibility of the Brigade Commander and other officials who made decisions together with him.

3. The question is who is responsible for the lack of warnings about the flight of a Russian drone. The drone flew deep into the rear at a considerable height, and a warning from either radar or electronic intelligence was supposed to pass about its route. Either there were no means, or there was no warning from the air defense and electronic warfare forces, or there was a warning, but the brigade command did not take this into account. This needs to be evaluated. Perhaps the number of responsible persons will expand.

4. The negligence in choosing the place for the celebrations is the result of the lack of punishment of officials for numerous other cases of personnel confluence that led to several hundred casualties: strikes on the military barracks of the 137th Battalion in Mykolaiv, a testing ground of the 66th Brigade in the Chernihiv region, and a training center in Yavoriv. Until the order of concentration of personnel is determined and until they are analyzed and punished for disclosing their own positions, the confluence will continue.

Responsibility for the lives of our subordinates is not a matter of honor. The war will write off everything, they think so at the top.
