How can we provide uniforms and equipment to 500,000 people?

The third year of the bloody full-scale war is about to begin. We hear about a plan to mobilize 500,000+ people. In order to mobilize them, we need a large amount of military uniforms and accessories from underwear, uniforms, boots to bulletproof vests and helmets. At the same time, one of the largest suppliers to the Ministry of Defense has shut down its factories and sent 1,200 people on unscheduled vacation.

Here is what the founder of MIK LLC, Oleh Mykrokhyn, writes.

"Well, dear gentlemen – for the first time since 2014 – our 1,200 seamstresses all went on vacation for 10 days together – having finished sewing the entire order of the Ministry of Defense for 2023 – without having new contracts, without even understanding when and how the next contracts will be issued.

According to internal market data, the newly created defense procurement agency DOT - the State Logistics Operator, contrary to earlier public promises, is already starting to send firms questions for signing... "direct contracts".

Meanwhile, we are still talking about the importance of defense procurement planning. Not the planning parameters, but the fact that it should be done at all. It's just nonsense. And one of the largest Ukrainian manufacturers is forced to send people on vacation. Others will likely follow.

Manufacturers heard from the DOT leadership that procurement planning and ensuring transparent and competitive working conditions for suppliers would be one of the main tasks of the newly created structure. Apparently, the priorities are different now.

Instead of planning and conducting procedures on Prozorro, we are returning to direct contracts.

Tendering on Prozorro is currently the only effective mechanism that at least partially neutralizes not only corruption risks but also the negative impact on society caused by potential "'eggs for 17".

Why is it necessary to return to direct contracts?"

Why do we have to fall into the same trap?
