According to him, preparing the Ukrainian troops for winter troops it is necessary to solve the following problems:
Provide winter clothing and footwear, enough clean underwear and socks.
Provide means for actions during winter, like thermoses, warming means, stove heating for personnel, and sleeping bags.
Issues with supplying troops in cities and villages and outside them. If they reside in locals' houses, then it is necessary to solve complex issues of paying for utilities. If placed outside residential areas, then it is necessary to make a decision - will they live throught winter in dugouts? Or in some other kind of shelters? (containers are also suggested).

Fuel and lubricants. Depending on the number of troops stationed in the country, a certain amount of wood or other fuels is required.
