On the first anniversary of Russia’s invasion of Ukraine, Kyiv was preparing massive strikes against Moscow, but later cancelled them at the request of the United States.

According to Censor.NET, The Washington Post reports this with reference to a secret report by the US National Security Agency.

According to the newspaper, the head of the Defense Intelligence of Ukraine, Kyrylo Budanov, ordered one of his officers to "prepare for massive strikes on 24 February... using everything available to the Defense Intelligence".

WP writes that Ukraine has even considered a naval strike using TNT on the Black Sea port city of Novorossiysk.

At the same time, Washington was secretly monitoring the Ukrainians' plans, and the White House feared that attacks inside Russia could provoke an aggressive response from the Kremlin.

On 22 February, two days before the anniversary, the CIA released a new secret report: The Defense Intelligence "agreed to postpone strikes" on Moscow at Washington's request. This information was part of a massive amount of classified information that was recently leaked online. However, it does not explain who exactly intervened and why Ukraine agreed to call off the attacks, the newspaper writes.

The documents also say that on 13 February, Budanov ordered one of his officers to be ready for an operation, and the US repeated a public recommendation to its citizens to leave Russia immediately.

The documents also state that US intelligence monitors Budanov's communications, which does not seem to be news to him.
