In Ukraine, they want to allow all enterprises to reserve workers from mobilization and introduce additional payment to the military levy - Forbes

The Verkhovna Rada is preparing a draft law that could significantly change the approach to reservations for people liable for military service. MPs propose to establish a monthly fixed payment that will guarantee a deferral from mobilisation for different categories of employees.

This was reported by Censor.NET with reference to Forbes.

The MPs propose to introduce an additional payment to the military fee for each booked employee, i.e. a flat rate of UAH 20,000 is added to the 1.5% military fee.

The idea behind the draft law is to enable all businesses to book staff, not just critical ones, and to set a monthly fixed fee, after which the company will be able to book an employee regardless of their position.

The main condition is that the company must operate in the "white" and pay taxes to the budget.

This could bring UAH 18 billion to UAH 155 billion a year to the Ukrainian budget.

"The establishment of any criteria (regarding salaries - Ed.) will be perceived by society as a division into classes. The company can choose which employees they want to book," explains Dmytro Natalukha, chairman of the Economic Committee and co-author of the draft law, explaining the change in concept.

Currently, according to Forbes, 538,000 men are booked in Ukraine, including civil servants and military administrators, the text of the bill says.

The largest share of reservations was in the energy sector - 27.9%; agriculture - 15.2%; industry and transport - 12.6% and 12.5%, respectively. The share of employees of central executive authorities and military administrations is 5.2%.

According to the MPs behind the initiative, linking the tax to the military fee will ensure fast tax administration and secure funds exclusively for the needs of the army.

Up to 50% of employees liable for military service are offered to book.
