Three Ukrainians worked for Czech and Slovak firms that disrupted Defense Ministry’s contracts

Several Ukrainians were members of the supervisory board of Sevotech, which failed to fulfill a contract with the Ministry of Defense to supply 17,000 bulletproof vests and helmets, and then, as an intermediary, failed to fulfill a contract to supply 100,000 mortar rounds.

This is stated in the Censor.NET investigation "How Ukraine lost 100,000 mines: what does female leadership and granddaughter in Putin’s administration have to do with it? ".

In particular, the company's supervisory board still includes the former deputy director general of Progress, Oleksandr Khoroshayev, who left the Ukrainian enterprise on a business trip in 2022 and remained abroad.

At the same time, Vladyslav Klishchar joined the supervisory board of Sevotech for a year.

He is a member of the entourage of Andrii Hmyryn, a Yanukovych-era fiscal officer who was a member of President Zelenskyy's Office in 2021.

Hmyryn is a defendant in the NABU case of embezzlement of public funds from the Odesa Port and the United Mining and Chemical Company. The case also involves Klishchar's companies EPI Group s.r.o. and Belanto, to which the UMCC sold cheap ilmenite, which was then shipped to Russia or occupied Crimea at market prices.

However, Hmyryn managed to flee abroad before the announcement of suspicions, and Klishchar was not charged.

In a commentary to Hromadske, Klishchar assured that he had never had anything to do with the Defense Ministry's money. However, his joining and leaving Sevotech very strangely coincide with the signing of a contract with Lviv Arsenal and the beginning of massive media coverage in 2023.

Klishchar has been living in the Czech Republic for a long time. He has several companies there, each more interesting than the last. Among them is a certain LEO INTERNATIONAL GRUPP, where Belanto's attorney Oleksandr Bezzubets and Oleksandr Beliaev are partners.

This is the same Oleksandr Beliaev, who is the brother-in-law of former SBU head Ivan Bakanov and a former business partner of Volodymyr Zelenskyy himself.

Beliaev and Klishchar have another joint company - ILS INVESTMENT GROUP - with a third partner, Oleksandr Melnychuk. Almost nothing is known about this person in open sources, except that he was involved in the Lisovyk and Evis-stav companies. They have a large number of members from all over Ukraine, which is surprising, as well as one Belarusian.

After previous investigations into Klishchar's team, Censor.NET received a business card photo of the mysterious Oleksandr Melnychuk.

As it turns out, he is also part of Katerina Haring's Czech company EDRCh. The latter is known to do business with Russians.
