The enemy has not ceased its offensive operations and, since the fall of 2023, has been employing a consistent strategy—the so-called "permanent offensive."

According to Censor.NET, Yuriy Butusov, commander of the unmanned systems platoon of the "Khartiia" brigade, spoke about this on the "Tuzov's Move" program.

The enemy is operating in small infantry groups and with individual fighters, attempting to apply pressure simultaneously across various sections of the front.

"The fact that the enemy was stopped in the winter is simply due to the fact that, in modern warfare, infantry operating in winter conditions—with low temperatures and no cover—is doomed to destruction when drones are used extensively," the military official noted.

In assessing the enemy’s combat capability, Butusov noted that, in his opinion, it is gradually declining.

"The Russian army's combat effectiveness is declining significantly, and the conditions for stopping the enemy are now the best they have been since the start of the war. The enemy is exhausted by its relentless offensive and truly demoralized by the increased intensity of our UAV units’ operations, as well as improvements in their quality—both in terms of command and overall organization on the front lines," said the commander of the unmanned systems platoon.

At the same time, the enemy’s active offensive operations continue in areas where the Defense Forces are facing challenges with troop command and control, coordination between infantry and UAV units, and coordination with support units.

In such cases, the enemy may gradually advance.

"Right now, our Ukrainian Defense Forces are in a position where they can both stop the enemy and defeat him, in principle, on any section of the front where there are competent commanders at the corps and brigade levels who are capable of organizing troop command and employing flexible tactics," Butusov emphasized.
