Zelenskyy has awarded general’s ranks to heads of National Police, National Guard and State Emergency Service
On Independence Day, President Volodymyr Zelenskyy conferred the rank of general on five officials from the National Police, the National Guard and the State Emergency Service. The relevant decrees, Nos. 825/2026–829/2026, were published on 24 August.
According to Censor.NET, police chiefs in the Zhytomyr and Luhansk regions, the first deputy commander of the National Guard, the head of the State Emergency Service in the Kyiv region, and the first deputy head of the State Emergency Service have been promoted.
Police chiefs in two regions have been promoted to the rank of general
The rank of Police General (Third Class) has been conferred upon Colonel Oleksandr Kovtun, Head of the Main Directorate of the National Police in the Zhytomyr region. The relevant decree is No. 825/2026.
The same rank was awarded to Oleksandr Morhunov, Head of the Main Directorate of the National Police in the Luhansk region, who previously held the rank of police colonel. This is in accordance with Decree No. 826/2026.
New ranks in the National Guard and the State Emergency Service
Vadym Hladkov, First Deputy Commander of the National Guard, has been awarded the military rank of Major General by Decree No. 827/2026. Prior to this, he held the rank of Brigadier General.
Serhii Dyshkant, Head of the Main Directorate of the State Emergency Service in the Kyiv region, has been awarded the special rank of Major General of the Civil Protection Service.
In a further decree, Zelenskyy conferred the special rank of Lieutenant-General of the Civil Protection Service on Vitalii Myroniuk, First Deputy Head of the State Emergency Service. He previously held the rank of Major-General of the Civil Protection Service.
