NABU detectives carried out searches at the Mykolaiv Regional Military Administration

On 7 October, NABU detectives are carrying out searches at the Department of Urban Planning, Architecture, Capital Construction and Development Project Support of the Mykolaiv Regional Military Administration. According to media reports, the investigations are taking place, in particular, in the office of the official responsible for public procurement.

This has been reported by Censor.NET, citing local media. There are currently no official statements from NABU or the SAPO regarding the reasons for the investigative measures.

Also this morning, officers wearing NABU insignia stopped a Nissan car in the centre of Mykolaiv. According to journalists, the law enforcement officers searched the car and made an arrest. The identity of the person arrested has not yet been disclosed.

The NABU told journalists that it would not comment on the investigation at this stage. The agency promised to provide further details once the notice of suspicion had been served.

The media linked the searches to the refurbishment of the Mykolaiv Regional Children’s Clinical Hospital, but there has been no official confirmation of this information. At the same time, the hospital’s director has denied reports that searches were carried out on the hospital premises themselves.

The Mykolaiv Regional Military Administration is the contracting authority for the fourth phase of the regional children’s hospital’s refurbishment. A tender with an estimated value of 614.9 million UAH was announced in March 2025.

The winner was Antares-Bud Ltd, with a bid of 596.4 million hryvnias. The bid from another company, which was 16.4 million hryvnias cheaper, was rejected.

The contract with the contractor was signed on 21 April 2025, and the deadline for completion of the works was subsequently extended to the end of 2027. According to the Treasury, between May 2025 and September 2026, the department transferred 252.8 million hryvnias to the contractor, of which payments totalling 230.1 million hryvnias were designated as funding from the European Union.
