According to the publication, the order to Surovikin was issued as part of preparations for a Russian military operation against Kyiv.

The Telegraph notes that Russian plans called for strikes on the capital’s critical infrastructure, particularly the bridges across the Dnipro River.

Russia’s goal is to paralyze Kyiv this winter by disrupting transportation between the banks of the Dnipro.
