The Security Service’s counter-intelligence unit and the National Police have foiled a terrorist attack by the Russian special services in the Kyiv region. Thanks to pre-emptive action, the assassination of the head of one of Ukraine’s defence industry enterprises was prevented.

The FSB was planning the assassination
According to available information, the Russian FSB was behind the plot. The enemy intended to kill the official using explosives attached under the driver’s seat of his car.
The Security Service’s counter-intelligence unit and the National Police detected, seized and defused the bomb in good time; it contained 1 kg of hexogen, equivalent to 2 kg of TNT.
It has been established that a 63-year-old pensioner, who had moved to the Kyiv region from the Luhansk region, was involved in planning the terrorist attack. In February this year, the FSB recruited him via his son, who had left the temporarily occupied territory and is now living in the Russian Federation.
"Having received instructions from his Russian handlers, the suspect purchased two mobile phones and a power bank from a local shop. A month before committing the offence, he retrieved the remaining components for a homemade bomb from a hiding place he had prepared in advance. A few days later, the suspect assembled all the components and attached the finished improvised explosive device to a car," the statement reads.
He also placed a mobile phone, camouflaged opposite the car and connected to a power bank, which provided the handlers in Russia with a live feed to trigger the explosion.
Immediately after planting the explosives, the perpetrator travelled to Poland by coach, intending to flee to Russia from there.
The perpetrator has already been detained
According to the SSU, the suspect was detained in the Republic of Poland whilst attempting to travel to Russia via Belarus.
- As part of the pre-trial investigation, SSU investigators and staff from the Public Prosecutor’s Office have now submitted a request to the law enforcement authorities of the Republic of Poland for the detainee’s extradition to Ukraine.
- He has been notified in absentia of the charges against him under Part 2 of Article 15 and Part 1 of Article 258 of the Criminal Code of Ukraine (completed attempt to commit a terrorist act).
