What difference does it make to me who destroys my business - ruscist missile or Ukrainian prosecutor with judge? They are all my enemies, - Yurii Zozulia, founder of X-Park
Since the summer of 2022, the owners of the X-Park amusement and water sports park in Kyiv have been claiming an attempted raid by the state. Censor.NET talked to the main investor of the park, Yurii Zozulia, about the details and the scandalous plot.
- You have stated that in the 21 years of X-Park's existence, there has never been such pressure on business from the security forces as there is now. What do you attribute this to?
- There have been previous attempts to raid X-Park. In 2012, it was done by Yanukovych's criminal gangs with investigators and prosecutors from the transport and environmental prosecutor's offices. Negotiators from the "family" set "conditions", and prosecutors used criminal cases to "motivate" them to agree to the conditions (read more here). But then the company was not blocked by a "ban on economic activity". Although there was no war at the time. If you look at my opendatabot, I now have more than 18 companies, half of which are in my main field of expertise - industrial automation, and the other half are sports, IT and other projects. My experience is that in all my 30 years of business, law enforcement has never found criminals who robbed me, but almost everyone forced me to bribe using various methods. But no one is interested in engineering firms, except for the "blocking of Hetmantsev", but this semi-unprofitable X-Park project is like honey for both law enforcement and crime. When it was a swamp in 2002, no one even came here, but as soon as we built it and started to receive about 4000 visitors a weekend, it all started. We have even made a video chronicle of the creation of the X-Park and the attacks on it.
In 2022, we were the first to experience such a powerful professionally staged attack, coordinated between all the security forces (SBI, National Police, prosecutors, judges), pro-government MPs led by the bribe-taking MP Trubitsyn, and a powerful media attack by dozens of pro-government media outlets and telegram channels to support the actions of the security forces and discredit my reputation as an investor. Yanukovych and his stupid hoodlum attacks are resting, the green government has outdone them. We have even created a kind of series, "10 Circles of Investment Hell" in Ukraine, with video recordings of the entire procedural terror of the X-Park and have been writing a chronology of the attack since the first days. By the way, foreign investment protection organisations have already translated this chronology of pressure on X-Park into English for new investors so that they know what threats they face if they decide to invest in Ukraine.
- What does motivate the security forces to take such bold actions against your company? And how do you resist?
- Taking advantage of the war, the ban on shares and the usurpation of monopoly power, while the people of Ukraine are focused on the frontline, it is the right time for the pro-government security forces to redistribute and ceize business assets. They hope that the public will not pay attention to the raiding of enterprises during the war. The plan is very simple - to terminate the investment agreement under the 2013 investment tender and take away the X-Park from us, the investor who has already invested more than UAH 300 million in it over 20 years, and transfer it through a new investment tender to a new honest pro-government buyer.
To do this, the SBI seizes all of X-Park's property so that a successful business project can be transferred to the new management of X-Park. For this purpose, as we have recorded from 2022 to August 2024 through document flow and video surveillance, 164 civil servants (investigators, police officers, prosecutors, experts, judges, officials, deputies) have been involved, who exist on our taxes and who are hiding in the rear from the front under the armour of state structures. According to the "DeepState", since the beginning of the year alone, Ukraine has lost about 1117 square kilometres of territory (approximately the area of 3273 X-parks) (but 136,000 square kilometres are occupied in total), 37 settlements have been completely destroyed, but these 164 civil servants (almost 2 companies for the Armed Forces), instead of clearing the land, are busy with sewage and the gazebos of the X-park investor.
The attack scenario has all the signs of raiding. To begin with, under the formal pretext of a criminal case regarding the negligence of an official, the property of the X-Park is seized, economic activity is prohibited, which is an obstruction of the investor's business activities with the aim of driving the company into bankruptcy.
The impunity and arbitrariness of law enforcement officers can be explained by the fact that the government primarily reserved them from the frontline, not talented athletes, artists, engineers or successful businessmen, but exclusively all rear law enforcement officers, the State Bureau of Investigation, police officers, prosecutors, judges, officials - thus, the usurped government created its own army of loyal "chain dogs" who are ready to tear up and raid businesses and citizens on their command just to avoid being sent to the frontline.
- As can be seen from public information, the claims against you are that you were granted land plots for use for which the state could have received more - UAH 140 million. X-Park has truly become a pearl of sports and recreational life in Kyiv. It is fair to ask: in what condition did you receive the land and how much did you invest?
- Investment competitions in all countries of the world are primarily held for the development of territories, especially depressed ones. The aim is for the investor to improve the territory at his own expense, create a national product, provide new services to citizens and visitors, create conditions for businesses and employment for residents, and as a result, expand the base of taxation. If you look on the Internet, many investment competitions in the world give away abandoned territories for $1 (for example, Detroit in the United States), if only the investor would build a working infrastructure there. In 2013, during the time of Oleksandr Popov, an investment competition was announced to create a sports and recreational area in the "Druzhby Narodov" Park on an abandoned territory with a swamp and a quarry. We took part in this competition and won honestly, paid millions of shares under the investment agreement, paid the stipulated funds every year, even more, but during the war in 2024, MP Trubitsyn and his Obolon team thought that they could charge us another UAH 140 million. And why not 200 or 500 - there is no explanation. This is written more to provoke residents' indignation. It is picked up by all pro-government media outlets and law enforcement.
We created the largest modern water park in Europe on the site of a swamp with a quarry. It was one of the worst places for investment - one of the most neglected abandoned parks in Kyiv, we didn't really want to build a wake park there ourselves, at that time there was no electricity, no toilets, no sewage, no water supply, even mobile phone reception was not available, so the park was particularly dangerous because it was impossible to call the police or an ambulance. The park was not guarded or cleaned, so it was very dirty, in fact, it was an illegal landfill for construction and household waste, sewage from sewage trucks and unauthorised car and truck washing in the park's water bodies. There were no external utilities, which is probably why this part of the park has not been developed since it was opened in 1972.
But out of the 60 water bodies analysed by German experts in Kyiv - the main requirement for a water sports centre - the Desenka had the cleanest water, which is crucial for training children and for the WWA International Wake Federation's permission to hold world championships. Later we found out that there is indeed a water intake upstream, from which the water flows in the taps of most Kyiv residents. So we decided to do the impossible and bring this place to life.
And most importantly, I emphasise that under the terms of the contract, no state or municipal funds were used for the development of the X-Park and its maintenance, on the contrary, over 20 years the investor has invested UAH 300 million in the development of the territory, and the capital has received money from shareholder payments for rent. Millions more in taxes from the activities of X-Park enterprises annually replenish the city budget. For comparison, almost UAH 2 billion was spent on Natalka Park out of the pockets of Kyiv residents, and about UAH 20 million is spent annually on the maintenance of the park, and several criminal cases of embezzlement from the budget have been filed. The state has not spent a single kopeck on the X-park and receives only profit. Even so, the private X-Park is much more profitable for Kyiv residents than the state-owned one.
- What other challenges did you face besides the pressure from the security forces?
The pandemic, the war, blackouts, and most importantly, X-park was completely or partially flooded almost 11 times after the strikes on the power sector and hydroelectric power plants, especially severe were the floods in winter in the cold, when ice tore off the structures, and for all that time the state never helped the investor in any way, even force majeure was not recognised. After such natural disasters, the restoration of X-Park's infrastructure reaches up to 30% of the cost, so it is extremely necessary to adjust the project to new types of coastal protection, add shelters to the project (it is forbidden to hold sports competitions without them), add power generators to the blackouts, battery rooms, and even turn the roofs of all subsequent buildings to face south to install solar panels, fortifications, and more. But here again, we have restrictions on our actions and intimidated officials of the Kyiv City State Administration who have to approve it.
Previously, floods occurred every 10 years in spring, and we adapted the infrastructure of X-Park for them, which made X-Park one of the top ten wake parks in the world and the second most visited park in Kyiv after the zoo. We have hosted the World and European Championships and all Ukrainian championships since 2004 and received the highest marks from the WWA International Federation.
- What are the roots of the scandal?
From 2015 to 2020, it was the heyday of X-Park's development, we were growing rapidly. Everyone remembered that we were from AutoMaidan and the raiders in uniform did not touch us. But a new government came to power, laughing at Euromaidan, which included lustrated enemies of Euromaidan.
Back in 2007, the city (Omelchenko and Chernovetskyi) leased us the first plot of the X-Park (2.4 hectares). We installed electricity, the first in Ukraine ring cable car with a wake park, built toilets, and installed lighting. We also covered the territory with high-quality mobile communication and the Internet.
In 2013, we won an investment tender for the territory to prepare for the WWA World Championships.
Officially, it sounds like this: "In 2013, 'Innovative Sports Park' LLC was named the winner of the Investment Competition for the implementation of the project for the development of the 'Druzhby Narodiv' Sports Park, the previous name of the park.
Four years earlier, the "Pleso" utility company had started dredging the swamp north of Xpark to remove sand for the beaches of Kyiv. They abandoned the quarry from which they took the sand after the Revolution of Dignity.
The contractor company (headed by Kukhar), which was extracting sand, forged documents for a 49-year lease and refused to transfer the territory to us through an investment tender, and we were not allowed to go there until almost 2016. After the investment tender and legal proceedings, we were given the excavated area, and from 2015 to 2017, we made coastal protection and levelled the quarry to fit the configuration of the wake park's rope course according to the requirements of the WWA Federation for world-class competitions.
- So, the actual criminal case is from 2022. The plot is the negligence of a civil servant. Criminal proceedings have been opened against an unknown Kyiv official who is not even being sought, but is attacking you instead. Secondly, the claim that the issue of landscaping does not fall under the jurisdiction of a criminal court. Is it?
- The criminal case was opened by the SBI on 13 July 2022 under Article 364 (abuse of power). Allegedly, civil servants incorrectly held an investment tender, which resulted in our winning, allegedly causing damage to the state budget.
At the same time, SBI investigators launched a pre-trial investigation into possible non-compliance with the terms of the Investment Agreement. We initially decided that they would check that everything was legal and close the case.
However, a year later, on 15 June 2023, the Pechersk District Court of Kyiv seized the buildings and land plots, blocked our business activities, prohibited us from taking actions, a massive landing of inspectors led by the State Bureau of Investigation began, and the police began to prevent access to part of the investment object. (video at the link) These are direct signs of obstruction of business activities with the aim of driving the company into bankruptcy and raiding. Since then, the litigation and obstruction of our work have been ongoing.
- You keep referring to the information in the URPTI as declarative, what does this mean?
We are not given access to the case file, so we do not actually understand the main reason for the arrest of X-Park, but the rulings show that the SBI is not looking for a criminal case, which is why it is declarative and actually strangles the company. If the case is against an official, why aren't they even looking for him?
- There are no charges or suspicions against the civil servant;
-The property of the civil servant was not seized;
- even in the petitions of investigators and prosecutors, they do not look for a criminal civil servant,
but at this time all the actions of the SBI and prosecutors are aimed at attacking the Investor;
- seize the company's property;
- prohibit any economic activity;
- prohibit the commission of actions;
- seal the facilities;
- do not allow investors and guests to visit the enterprise;
- tthey damage the reputation through their official and pro-government media;
- do not involve in arrest trials and expert examinations (there is no presumption of innocence, and pressure is exerted on experts).
There is a complete mutual responsibility. The typos in the judges' rulings and the prosecutors' submissions are completely identical. Completely!
So, the judge simply copied the text from the prosecutor's flash drive or WhatsApp and made the decision to arrest in 1 minute, without even inviting us to the court.
- Explain the nuance of jurisdiction. A case against an official, but a businessman's nightmare? Why is the case being investigated by the SBI?
- It's not even just a question of the SBI dealing with civil servants, but they are attacking a businessman, it turned out that all the allegations in prosecutors' petitions regarding violations of the investment agreement in terms of ecology or design are ECONOMIC LEGAL RELATIONS and are NOT criminal offences and do not fall under the jurisdiction of the SBI at all. The SBI is not looking for a criminal case on the basis of a FACTUAL case, it is a DECLARATIVE case, but is ACTUALLY strangling the company, looking for reasons for violations in sewers and gazebos. They say one thing and do the opposite, exceeding their authority, applying excessive measures of influence on the investor, even SBI intimidating KCSA officials so that they do not cooperate and do not draw up current documents for the operation of the X-Park. This violation of jurisdiction was even noticed in the autumn of 2022 and, according to the law, the case was transferred to the National Police of the Obolon district, but the SBI has a special interest and a team from above, so it returned the case to itself.
The illegality of these actions has been confirmed by several lawyer groups, including an international one, and all of them unanimously say that, firstly, this is not the jurisdiction of the SBI. And secondly, the claims relate to economic jurisdiction, not criminal jurisdiction.
- Is procedural terror the SBI's know-how?
- At the beginning of 2024, the procedural terror of SBI investigators reached its peak. The SBI, feeling that it was impossible to explain the attack on the X-Park without an official, added a third-party criminal case about the alleged squatting of real estate and joined it to the first case against the official. However, there are clear boundaries of the park's territory and a definition of what a real estate object is, so there can be no question of squatting. Therefore, it is obviously impossible to prove this in court, but the SBI did not intend to use procedural terror to arrest and block the company in order to drive it into bankruptcy. The judge plays along with the prosecutor and argues that he does not understand the obvious and takes the side of the prosecutors. We, as an investor, decided to film and put one building from each location under video and photo recording to prove that these are non-capital objects and not real estate, but this did not convince the biased judges.
I am the deputy chairman of the "Automaidan" NGO, and our community defeated Yanukovych's criminal government during the Revolution of Dignity. But Yanukovych is a child's babble compared to Zelenskyy. The SBI is simply a repressive punitive structure that works exclusively against opponents of the authorities. Criminal groups are now operating along the lines of deputy-investigator-judge-prosecutor.
- Have you calculated your own losses due to this attack? And how much did the state and the country's economy lose due to the actions of the SBI and prosecutors?
- I think we have lost tens of millions, and the state and citizens have lost hundreds of millions. We have curtailed all projects and stopped the development of Xpark, and fired our staff until the situation with the arrest and the case is resolved. Of course, we cannot talk about attracting investment, because no one will invest in seized property with a criminal case in the SBI. In addition to distracting from helping the frontline and spending money on lawyers, some things cannot be valued in money. For example, after the arrests and the criminal case and media threats from the SBI, my partners and I abandoned projects, and citizens and athletes lost a number of sports venues, an indoor trampoline park, an ice arena, a 50-metre Olympic swimming pool, two hard-surface gyms, a breakdance arena, an Olympic ski jump, and others; we even officially abandoned 5 hectares of land at the investment commission, where we planned to create the largest skatepark in Ukraine, so now Kyiv residents and young people will not have these facilities. Those who did not allow them to be born and did this harm to society have specific names and surnames: the SBI (Sukhachev) and the OGP (Kostin). It's like killing one person - it's like killing entire generations of unborn children. That's how rear law enforcement officers killed these projects, and now we have relocated and are investing and building in X-parks abroad, where there are good conditions, where we are welcome, but this is not for Ukrainian citizens, but for the health of young people and residents of European countries.
- Do you understand or have you tried to find out who is behind this?
- The situation was changing. Everything started as usual, Yana Barinova was appointed head of the Department of Culture in 2021 (part of the X-Park is located on cultural land). With a desire to shake us up as an investor, she and her deputy Yavorskyi made a fictitious inspection report. It stated that we were violating the terms of land use. Then they came to us with this act, threatening to publish it or we would have to pay 600 thousand hryvnias annually in "cultural aid" to the accounts they would specify. We froze, and then the war broke out, and Barinova fled to Vienna, leaving the Department of Culture.
Unexpectedly, after the outbreak of the war, Kyiv City Council member Vladyslav Trubitsyn ("Servant of the People"), together with Yavorskyi and other pro-government deputies, began holding press conferences accusing X-Park of violations under this "worthless act". His constituency, Obolon, is next to X-Park.
Later, he was caught collecting bribes from kiosks, and apparently, he wanted to "tame" us.
It is clear that Trubitsyn's press conference and the SBI are connected. As we said above, the case was opened against an unknown Kyiv official who allegedly signed an agreement with us in 2015 with violations, failed to monitor the implementation of the investment agreement, and so on. At the same time, our sympathisers in law enforcement provided a lot of information that the SBI wanted to terminate the investment agreement with us through the court and announce a new tender under its winner. Roughly speaking, this is a form of raiding the park. There was a separate rumour that they were looking for Klitschko's share in the park, that Klitschko is the owner of X-Park and I am just a pound of flesh.
So for the third year we have been under criminal investigation, for the second year our property has been seized, and we still do not fully understand what we are accused of, we are only gleaning bits and pieces from motions and rulings, and we are not allowed to see the case file. The thesis that the buildings are capital assets is destroyed by the fact that we have an official expert opinion on non-capital assets and video evidence . As for land grabs, anyone can walk along the perimeter of the park and compare it with the cadastral boundaries and make sure that there are none.
- What about paying taxes?
- The tax authorities have no claims against me or the companies of X-Park regarding tax payments. If they did, it would be a gift to the security forces and a major accusation. Besides, fortunately, this is not my main business. But my companies are mainly engaged in industrial automation for large enterprises, hydroelectric power plants, nuclear power plants, shopping centres, and provide jobs for hundreds of employees. Like everyone else, Hetmantsev's "servants" are constantly blocking our tax invoices in order to milk additional payments. Why do we need long audits - a rhetorical question? After all, entrepreneurs will come up with proposals themselves, because businesses need to survive somehow. Even Yanukovych did not think of such racketeering. Everything is done manually. So, it turns out that my main engineering business is being pressured by the tax authorities, and my sports business by the State Bureau of Investigation.
Of course, taxes from Xpark fell during the pandemic and the beginning of the war - we had a hard time in 2022, just like the rest of the country. Xpark became a fortified area of the Northern Bridge, where the TRO and Armed Forces units stood, and it was even inaccessible. But already in 2023, we returned to pre-war levels in terms of attendance. However, our revenues fell three times, and people became much poorer. And many wealthy residents of Kyiv have moved abroad, but thanks to the fact that many migrants from the occupied territories have moved to the capital, there are people, so there are taxes.
In general, the state kills businesses with one hand, forcing them to downsize and relocate, thereby reducing the tax base, and then shouts about default and raises taxes. It's like with cows: if the cows are killed, the survivors need to be milked more and fed less, and the rest of the cows will die. Moreover, the raids by law enforcement agencies and theft of the budget do not motivate entrepreneurs to take off their last pants.
- You claimed that your appeals to the Business Ombudsman and other business protection structures had not yielded any results. Has anything changed?
- These are all helpless institutions. We appealed to Halyna Yanchenko (Secretariat of the Verkhovna Rada Committee on Economic Development) and Business Ombudsman Roman Vashchuk, among others. We appealed up to Tatarov and Zelenskyy, but all our complaints were sent to those who give us nightmares - the SBI. Other business advocacy organisations did not even respond.
We received real support only from the "Manifesto 42" organisation. We are also supported by the Coalition of Business Communities (Dlihach) and the Association of ATO Veterans (Pozniak), the Federation of Employers of Ukraine (Oliynyk). This is all a union of resources of entrepreneurs, who provide 70% of the state's taxes. All face arbitrariness on the part of the authorities.
- "Manifesto 42" is the name of Article 42 of the Constitution, which guarantees the right to entrepreneurship. What are the results of your activities to date?
- Manifesto42 was created more than a year ago, and 42 powerful companies joined the movement. Almost all of them have criminal cases, suspicions, searches or have been arrested.
Many entrepreneurs, including Ihor Mazepa (Concord Capital), have united there, and there are many cases of arbitrariness on the part of the authorities, even more brazen than in our case of X-Park. For example, Mazepa was detained and imprisoned on suspicion of possible losses to the state of 7 million, and was granted bail of 700 million, then 350 million, and imprisoned. It is clear that the SBI is exceeding its powers and using excessive measures to influence the investor. And he was released due to the resonance. And do you think anyone from the SBI or prosecutors has been punished for this arbitrariness? No! The case is not closed even after a meeting with the government in February and a moratorium on inspections.
It is difficult for us to fight back alone, so we have adopted the rule that an attack on one is an attack on all. That is, if someone is attacked heavily, we all rise up. Thus, not only Mazepa is under pressure. The case of Medinov's medical company is a blatant example. In the latter case, prosecutor Vinnikov simply stole 4.5 million hryvnias during a search. And when business brought him to light and the NABU opened a case, he was released on his own recognizance. His father works in the Prosecutor General's Office. And of course, we compare: investors who bring billions to Ukraine are arrested for possible losses of several million, while the prosecutor who actually stole is released on personal recognizance. Moreover, now this prosecutor has gathered his colleagues and they are attacking the company with renewed vigour that caught him in the act of stealing so that they would know how to expose.
As a result, not a single Manifesto 42 case has been closed in a year, and no one has implemented the NSDC's decision, but we continue to fight.
- How would you assess the business climate in Ukraine today, if you do not take into account the war factor?
- Businesses flee Ukraine quietly, so as not to provoke law enforcement officers to tear them up on the road, quietly fold up, quietly take out equipment, and then the tax authorities wonder why the turnover has dropped, and then suddenly there is no more business. As a result, the tax base is rapidly shrinking, and the business is being destroyed. But the state authorities seem to care little about this, they do not understand that soon there will be no one to milk. For example, when this government came to power, we were only downsizing, and during the war this pressure intensified and we dissolved and closed two companies, instead opening one in another country. There are companies close to the government that are allowed to do anything and are not subject to tax blockades. For example, those involved in large-scale construction or foreign aid, the so-called "white business club", the new "green oligarchy". This is the selective nature of the law, "everything to yours - the law for the enemies" in everything. Even when accusing us of capital construction, the SBI and prosecutors do not notice that 300 metres away from us in 2017, capital hangars with houses were built right by the water's edge, but the SBI not only does not see them, but has demonstratively excluded them from its arrested territories.
On the other hand, mobilising the management of unwanted enterprises is a way to fight opponents. It is enough to mobilise key specialists and the company itself will close down, unemployed people will appear, taxes will fall, but no one counts this damage. For example, in X-Park, the park director has been mobilised, three people have already died, and we are putting up memorial benches for them, two of whom are missing. Another 3-4 administrators will be mobilised and there will be no one left to manage the X-Park.
- It is known that you have created the "Muromets" drone training ground in the park, the "Base 4.5.0" rehabilitation centre, children's camps for children of defenders and families of the victims, and hold adaptive competitions for the wounded. Do not the SBI and prosecutors really see this?
- Since 2016, we have been developing the "Base 4.5.0" rehabilitation centre for the wounded. We train on surfboards, organise workouts, leisure activities, picnics and competitions for veterans, the wounded and families of the fallen. About 5,000 wounded and veterans have passed through our events. We have also supplied F-16 simulators to air brigades, created a training centre with a drone training ground and many other interesting things, all without a kopeck of public funds. (link to video) The military are very grateful, but this does not stop the SBI from attacking.
- You have declared proposals for "51% to veterans and wounded" to give preference to those who defended Ukraine and to businesses that did not leave Ukraine during the war. Let's start with the former. What are your proposals for preferences for defenders?
- Not only for the defenders, but also for the families of the fallen. It's not just about some benefits, but about positive selection. I believe that it is necessary to establish a 51% share of ownership for foreign companies that will enter Ukraine with investments, and that veterans, the wounded or family members of the deceased should receive a share. This is especially true for those who intend to buy land or strategic enterprises here. This will be a powerful motivation to fight for Ukraine and a guarantee and confidence that the state will not abandon or forget them and their families while sitting in a trench.
In many countries, a foreigner cannot open a company, let alone buy land, without a local citizen owning 50% of it.
The war has shown that there are Citizens with a capital C, who have confirmed their citizenship by their actions and in battles and proved their loyalty to Ukraine. These are the wounded, veterans, volunteers, entrepreneurs who did not run away and are working for victory, as well as the families of the fallen heroes.
They should have maximum preferences from the state after the war. The legislation on the 51% share for veteran can be copied from the Emirati legislation, where you can't open anything without a local sheikh. That is why every UAE citizen already owns hundreds of non-resident companies that share profits with the indigenous owners of the state.
- Don't you think that in the case of business, you are contradicting yourself? You said above that business is already fleeing Ukraine because of the pressure, and you understand this, you have even partially closed down your own businesses, and now you are offering preferences to veterans.
- Yes, but we are also talking about preferences for businesses that have not fled and are working for victory, financing aid to the frontline, and producing weapons.
We have already lost the competition to companies from peaceful Europe and we have already been thrown back many decades - this is a fact. The world is building and developing rapidly, while we are being destroyed by ruscists and rear-guards. Our markets have collapsed, workers have been mobilised and production has been cut, and on top of that, we have state raiding. A lot of money from patriotic companies is going to help the army and volunteers, while the companies of businessmen who are fighting have been left without management and are mostly closing down. The defenders will return to the ruins of their businesses and become slaves to the "green oligarchs", the firms of the returning fugitives and foreign corporations. And once again, there will be no place for Ukrainians on their land. "No brother shall reign in his own land".
So I'm talking about justice. Nowadays, even in public procurement tenders, the companies whose management has fled and is running them from abroad are winning the most. For officials, the main thing is a kickback, and the management of fugitive companies is much more accommodating. The companies that stayed and work to win do not even have preferences over them, and therefore become poorer. And after the victory, when the fugitive oligarchs and foreign companies return, Ukrainian companies will need to be sold to them or go to them forhire.
That is why we need support and preferences for companies that have not left but are working to win government tenders, access to loans, and taxation. It is also necessary to establish preferences for veteran companies by law.
Bottom line.
As an investor, I don't care who destroys my business - a ruscist missile or an Ukrainian prosecutor with a judge. These are my enemies, and I will defend my child, my company, by all means available, from legal battles to media coverage and protests.
