Ukraine will not be able to do without mobilisation to maintain the size of the Defence Forces at the required level.
This was stated by the head of the Defence Intelligence of Ukraine Kyrylo Budanov during the discussion panel "2024: Challenges and Prospects", Censor.NET reports citing Ukrinform.
"For your understanding: the total number of the Ukrainian Defence Forces now - I'll give you a slightly conditional number so that we don't go into state secrets - is one hundred million. No recruitment can cover such volumes. Only mobilisation can. We must reject even the idea that mobilisation can be abandoned. It is impossible. No amount of recruitment can cover a hundred million. This is the same problem as with ammunition, because the volumes are huge," Budanov said.
According to him, this number (of people - Ed.) should be kept constant.
He said that one of the main issues in this regard is the motivation of citizens.
"The next question arises: people, all those who wanted to come, came. Who is being drafted? Unfortunately, there is no good answer here. If we don't find motivation for them, then no matter how many people we conscript - forcibly or not - or according to some legal provisions, their efficiency will be almost zero. Which, in principle, is what has been happening lately, and we must also admit this frankly," the DIU chief said.
According to the head of military intelligence, there are certain reasons why people do not want to join the Defence Forces.
"Nowadays, the Defence Forces pay good money. That is, the motivational factor as a material and financial reward is definitely not the first. And the question arises: why is this? I don't know one answer, and I'm sure it doesn't exist. This is a complex problem," Budanov believes.
In his opinion, money will not solve the problem here.
"We need both the right social dialogue and the right rationale, but words alone will not solve this," he said.
