Failures of Russian troops in Donbas create favorable conditions for counteroffensive of Armed Forces, - ISW

The rapid culmination of the offensive of the invaders near Bakhmut, the attempt to storm Vuhledar and the offensive of the Russian Federation troops in the Luhansk region, which has stopped, probably create favorable conditions for Ukrainian counteroffensive operations.

Previously, as of February 8, ISW experts believed that Russian forces had regained the initiative in eastern Ukraine. But since that time, the Russian forces have not been able to take advantage of the received initiative to achieve any significant operational success.
Russian forces are likely to lose the initiative in Ukraine in the coming months due to the expected culmination of their three major offensive operations.
Previously, the Armed Forces seized the initiative after the culmination of the Russian offensive to capture Severodonetsk and Lysychansk in July 2022, and in a few months conducted counteroffensive operations, as a result of which large areas of Kharkiv and Kherson regions were liberated.
The culmination of Russia's current three offensive operations would likely allow Ukrainian forces to launch a counteroffensive anywhere along the frontline they deem most suitable for such operations.
