"The new ad appeals to the male pride of potential recruits by appealing to 'real men' while also highlighting the financial benefits of joining," it said.
At the same time, Russians of the conscription age are also actively recruited by the "Wagnerians", since their access to Russian prisons has been restricted.
British intelligence doubts that the Ministry of Defense of the Russian Federation will be able to recruit 400,000 volunteers.
"The Russian authorities almost certainly seek to delay any new, overt mandatory mobilization for as long as possible to minimize internal dissent," the report said.
