Russia raised issue of exchange of civilians, Lubinets

Representatives of the State Duma of the Russian Federation raised the issue of the exchange of civilians.

The human rights commissioner of the Verkhovna Rada wrote about this on his Telegram channel, Censor.NET reports.

"Nowadays, they raised the issue of the need to exchange or return civilians and even asked their president, who is "awarded" with an arrest warrant from the International Criminal Court, to issue a mandate so that the competent authorities facilitate the exchange of civilians," he wrote.

Lubinets noted that the Office of the Human Rights Commissioner of the Verkhovna Rada of Ukraine and representatives of the State Duma of the Russian Federation have started joint activities regarding monitoring visits to places of detention of civilians on both sides and handing them sets of basic necessities.

He emphasized that Ukraine is ready to hand over Russian citizens to serve sentences in the Russian Federation. "The important thing is whether the country really cares about "its" and whether it is ready to take them away," Lubinets added.

"Ukraine, for its part, provided a list of elderly citizens illegally detained by the Russian side. Therefore, it expects that the Russian Federation will be interested in the return of its citizens, because Ukraine, for its part, declares on all possible platforms that it wants to return every civilian, who was illegally moved or kidnapped by the Russian Federation," he said.

Lubinets previously reported that representatives of Ukraine and Russia began visiting places of detention of civilians. Russia is holding civilians captive despite the fact that it is against the Geneva Convention.
