The journalists note that civilian institutions also buy these helmets for much less. For example, the Trostianets City Council in Sumy region bought them for 9,900 hryvnias, or about $270. And the executive committee of the Lubny City Council in Poltava region bought them for 9,000 hryvnias, or $250.

"The Law on Transparency of Non-Armament Procurement stipulates that the name of the supplier is not made public. This is so that there is no risk that the racists will either strike at the supplier's facilities or interfere with its operations abroad. Therefore, it is unknown who sold the helmets to the Ministry of Defence at such wildly different prices.

However, it is known that former Deputy Defence Minister Vyacheslav Shapovalov and former head of the Defence Ministry's procurement department Bohdan Khmelnytsky were responsible for these purchases. They have now been released, as they are in pre-trial detention and are suspected by the SSU of having purchased bulletproof vests in March last year at a price that was four times too high," the article says.
