Ministry of Defense purchased Kevlar PASGT helmets with fourfold difference in price, - mass media

A few days ago, the Ministry of Defence released data on the purchase of PASGT Kevlar helmets in May 2022 at $468 per piece. In another May 2022 contract of the Ministry of Defence, the same helmets cost $132.

The journalists note that civilian institutions also buy these helmets for much less. For example, the Trostianets City Council in Sumy region bought them for 9,900 hryvnias, or about $270. And the executive committee of the Lubny City Council in Poltava region bought them for 9,000 hryvnias, or $250.

"The Law on Transparency of Non-Armament Procurement stipulates that the name of the supplier is not made public. This is so that there is no risk that the racists will either strike at the supplier's facilities or interfere with its operations abroad. Therefore, it is unknown who sold the helmets to the Ministry of Defence at such wildly different prices.

However, it is known that former Deputy Defence Minister Vyacheslav Shapovalov and former head of the Defence Ministry's procurement department Bohdan Khmelnytsky were responsible for these purchases. They have now been released, as they are in pre-trial detention and are suspected by the SSU of having purchased bulletproof vests in March last year at a price that was four times too high," the article says.

As a reminder, on 24 June, the Ministry of Defence and other military institutions have to complete reporting on their procurement since the beginning of the invasion, but not published in ProZorro. This is stipulated by a special law on transparency of non-weapons procurement, adopted after the "eggs for 17" scandal.
