"I think it was clear to everyone, including President Zelensky, that membership could not happen in the midst of a war," he said.

According to Blinken, Ukraine has made real progress towards NATO membership.

"And the Alliance will propose further reforms, both in terms of security and democracy, which are necessary to continue on this path," he said.

At the same time, US State Department spokesperson Matthew Miller said that Ukraine's accession to NATO will not take place during the fighting.

"An important reason not to invite Ukraine to NATO right now is that it is at war, which would mean the United States entering a war with Russia. President Biden has made it clear from the very beginning that this will not happen as long as he is in charge of the US administration," he said.
