On October 13, the Parliamentary Assembly of the Council of Europe (PACE) unanimously adopted a resolution that recognizes Russian President Vladimir Putin as a dictator, his power as illegitimate, and Russia as a dictatorship.

People's deputy Oleksii Honcharenko informs about this, Censor.NET reports.

"Just now! PACE has adopted a resolution recognizing Russian President Vladimir Putin as a dictator, and Russia as a de facto dictatorship!", the message reads.

As noted, 43 deputies voted "FOR".

The PACE deputies voted unanimously, also supporting all of Ukraine's amendments to the resolution. In particular, after the end of Putin's "presidency", all international contacts with them should be limited, except for humanitarian issues, and he himself should be recognized as illegitimate.

PACE also recognized that the overwhelming power of the head of the Kremlin, the complete absence of a system of checks and balances turned the Russian Federation into a de facto dictatorship.

In addition, the deputies called on the member states of the ICC Statute to arrest Putin when he comes under their jurisdiction based on an arrest warrant. PACE also confirmed its support for the creation of a special tribunal that would overcome the immunity of the "troika".

Head of the Permanent Delegation to the PACE Maria Mezentseva stressed: "The Assembly believes that the ad hoc international criminal tribunal (temporary international tribunal, - ed.) should investigate all events on the territory of Ukraine since February 2014, starting with the illegal annexation of Crimea, the war in Donbas and downing of flight MH17. The date of the beginning of the aggression is the decision of the European Court of Human Rights - March 2014."
