Military recruitment will not be equal to mobilisation, as it is a service for volunteers.

This was stated by the spokesman of the Ministry of Defence Illarion Pavliuk on Radio Liberty, Censor.NET reports citing Liga.net.

He also confirmed the words of Valerii Zaluzhnyi, the Chief Executive Officer, that it is too early to assess the recruitment process, although there is already some feedback from Ukrainians in the form of applications.

"In general, there is a misunderstanding of what mobilisation and recruitment are, people mix them together or think that recruitment should be instead of mobilisation," Pavliuk said.

He explained that recruitment is a way to improve the service for Ukrainians who want to join the Armed Forces voluntarily.

At the same time, the MoD spokesperson adds, recruitment does not mean a complete rejection of mobilisation.

"It's not that we will introduce recruitment, which means that only those who want to go to war will go to war. <...> It is important to understand that defending the country is the duty of every citizen. And recruitment is not designed to prevent anyone from joining the army, it is designed to ensure that those who want to fight can choose favourable conditions and specialities," Pavliuk said.

When asked when it would be possible to evaluate the results of recruitment, he said: "Up to three months".

At the same time, the defence ministry spokesperson added that there have already been applications and feedback from Ukrainians at the first stage of the recruitment system's implementation. 

"In order to make a proper assessment, we need to see how many of the people who are interested in this will actually go to the military qualification commission. How many of them will then be fit for service and end up in the army," he concluded.
