Sytnyk: All e-declarations will be automatically verified

All declarations submitted during the declaration period will be automatically verified.
This was stated by Deputy Head of the NACP Artem Sytnyk at a briefing, Censor.NET reports with reference to Ukrinform.
"As of today, if we are talking about a new approach, all declarations that will be submitted during the declaration campaign will be covered by the NACP and all declarations will be evaluated primarily through the prism of automatic verification," Sytnyk said.
According to him, this means that " in fact, all declarations are subject to automatic full verification using anti-corruption products."
"The declaration undergoes several stages of verification: that is, it is checked against registers and databases, and the data in the declaration is found to be consistent or inconsistent with the data in these registers. Then, the declaration is assessed for unjustified assets, namely, it is tested by the illicit enrichment formula. And if there are no discrepancies, if there are no signs of unjustified assets, then this declaration is considered to have passed the automatic verification," Sytnyk explained.
At the same time, he emphasized that "this does not mean that this declaration has been fully verified, in the way the law defines a full verification, but this declaration actually has a minimum risk factor."
After that, he noted, if the declaration has passed the automatic verification, the declarant will receive a notification in his or her electronic cabinet.
"Our forecasts are that out of the one million declarations that we expect during one declaration campaign, about a third of declarations will pass this automatic verification and a third of declarants will receive a notification in their electronic office that the declaration has passed the automated verification," said the NACP deputy head.
The declarations that have not passed the automated verification, he noted, will be included in the declaration risk rating and will be subject to a full review by an authorized person.
"I would also like to note that passing the automatic verification does not mean that the NACP will not be able to return to this declaration and will not be able to conduct a full check on it. Information may be received from the competent authorities of other countries, law enforcement agencies, or journalists that, for example, the declaration has an enrichment factor, but the declarant has property abroad that is not included in the declaration and whose value obviously exceeds their income. And we are talking about unjustified income. Then we return to this declaration, even though it has passed the automated verification. This declaration can undergo a full verification with an appropriate response," said the NACP Deputy Head.
He emphasized that "an automated audit is not equivalent to a full audit".
