Skhemy journalists analysed the State Register of Declarations, which was reopened to the public on 10 December, and found a number of civil servants who purchased luxury cars after Russia’s full-scale invasion of Ukraine. Among them are MPs, employees of the Ministry of Internal Affairs and the State Bureau of Investigation, judges of district and appellate administrative courts.

In December 2022, Kharkiv Court of Appeal judge Serhii Shabelnikov became the owner of a 2022 LEXUS NX 350H. This is a mid-size premium crossover with all-wheel drive, a 4th generation full hybrid. In the report on significant changes in property status, the judge indicated the value of the car at UAH 2 million 185 thousand.

Last September, judge of the Eighth Administrative Court of Appeal Tetiana Shynkar became the owner of a 2022 AUDI Q7. In her report on significant changes in her property status, she indicated its value as UAH 2.7 million.

Rostyslav Ferenc, a judge of the Turka District Court in Lviv region, reported to the NACP that he had taken out a loan to buy a 2023 Toyota Corolla this year, indicating its value at UAH 1 million 338 thousand.

As the journalists found out, law enforcement officers also bought new cars.

In particular, in May 2022, Oleksandr Mykhailov, Director of the Department of Informatisation of the Ministry of Internal Affairs of Ukraine, received a UAH 898,000 allowance from his mother. The day after receiving the allowance, Mykhailov became the owner of a 2020 TESLA Model Y electric car. He indicated its value at UAH 1.2 million.

In September 2022, Oleksandr Hovorushchak, head of the SBI department, filed a declaration with the NACP that he had become the owner of a 2018 BMW X52018, indicating the cost of UAH 1 million 350 thousand.

At the end of 2022, Vadym Borets, Deputy Mayor of Uzhhorod, announced that he had become the owner of a 2022 BMW X7 XDRIVE 30D and indicated its value at UAH 1.5 million.

Skhemy also identified two MPs from the Servant of the People faction who purchased luxury cars in August 2022.

In particular, Serhiy Babak, Chairman of the Verkhovna Rada Committee on Education, Science and Innovation, became the owner of a 2019 BMW 530E, indicating its value at UAH 1 million 200 thousand.

Another MP, a member of the Parliamentary Committee on Energy and Housing and Communal Services, Yevhen Pyvovarov, became the owner of a 2020 Audi A8. The value indicated in the declaration is UAH 1 million 300 thousand.

"After the National Agency for the Prevention of Corruption restored access to the State Register of Declarations, it became clear that the full-scale invasion of Ukraine by Russian troops did not prevent the renewal of the vehicle fleets of Ukrainian judges, law enforcement officers and MPs of various levels. This is all while the whole country is collecting money for pick-up trucks for Ukrainian soldiers, which are constantly in short supply," the investigation says.
