Zelenskyy names priority reforms for Ukraine

During a conversation with journalists of the Baltic media, President Volodymyr Zelenskyy named the priority reforms being implemented in Ukraine. These include reducing bureaucracy, fighting corruption, security and defense.

"We are reducing the level of bureaucracy, but there is still a lot of it. And digitalization helps a lot here. We understand that institutions are very bloated, that the Cabinet of Ministers is bloated. But don't let them (the Cabinet of Ministers - ed.) be afraid, I mean, it's very difficult to manage such a large "machine" in general. And today, thanks to digitalization, it's easier to do it. I hold many meetings online today and it's normal," the president said.

Zelenskyy also believes that Ukraine needs to continue reforming the anti-corruption sphere and the judicial system.

"Everyone understands that during the war, people's demand for justice is incredible, and no one is going to forgive anyone or anything. This is also a challenge - to clean up everything as much as possible, to move away from bureaucracy as much as possible. The courts also need to be rebooted. These processes have been launched in Ukraine, but so far there are not many of them," he said.

In addition, the Head of State emphasized that "security in times of war is issue No. 1.

"And here I want to say that Ukraine today is more reformed than any country that is not at war. They were lucky, and we are No. 1 in this matter. This includes cyber defense, because at the beginning of the war, they gave us websites and everything they (Russia - ed.) wanted. But we managed to protect some of them, and then restored them, and today it is very difficult for them to deal with us. Everything is working - the banking system, all state websites and services," Zelenskyy said.

According to him, Ukraine is now beginning to actively approach social infrastructure from the standpoint of energy autonomy. "Schools, universities, and hospitals are now autonomous in terms of energy because of the war, because of blackouts. But we understand that there must be energy autonomy for private institutions, business and safety for children in the field of bomb shelters," the president said.

Zelenskyy also noted that the Ministry of Internal Affairs is preparing many programs on security in crowded places. "Because there is a war and weapons on hand," the president explained.

"And another thing is the defense sector reform. Everyone has checked whether this or that state can defend itself in the event of an attack, and I don't even mean tanks, but, for example, drones. All countries in the world have questions," Zelenskyy said.

At the same time, he emphasized that "the implementation of reforms is not a task that comes from somewhere above, from a particular state or institution, from the IMF or the EU, etc. Reforms are a big and long process. Countries in the EU and NATO are still implementing reforms. Because this is a format for the development of a person, a state, a society, and simply the development of the world. Without reforms, this is impossible," Zelenskyy summarized.
