The government is unable to organize large-scale construction of defensive structures to protect the lives of the military. The authorities do not understand how to use draft dodgers and conscientious objectors in combat units, although the experience of the 3rd Assault Brigade allows them to do so. The government is unable to pass a law on mobilization and is running away from responsibility.
