The reports analyse references to top officials in the media, and sometimes add political context with negative connotations to these reports.

According to journalists, the reports are commissioned by the State Enterprise "Centre for the Protection of the Information Space of Ukraine", which is subordinated to the Ministry of Culture and Information Policy (MCIP). This is done with budgetary funds. For more than 4 years, reports commissioned by the state enterprise have been produced by "Mediateka", a company owned by Oleksandr Marikovskyi, a "servant of the people". In 2023, the company received almost UAH 10 million from the state budget for such reports.
In total, there are more than 10 types of reports, varying in scope and complexity. These include daily social media monitoring reports, weekly monitoring reports of media mentions, etc. The documents concern the President of Ukraine and the First Lady, officials of the Presidential Office, and the Cabinet of Ministers. Reports that specifically mention the ICIP are also ordered.
For example, on 26 October 2023, Bihus.Info published a story about the Russian passport of the wife of the Deputy Head of the National Police of Ukraine, Dmytro Tyshlek, which was actively discussed in the media and social media. However, the monitoring company mentioned the investigation in its report for 28 October - 3 November in the block concerning the Minister of Internal Affairs Ihor Klymenko. This mention was brief: "Ihor Klymenko reacted to a journalistic investigation into the ties with Russia of the Deputy Head of the National Police, Dmytro Tyshlek, by announcing the latter's dismissal from office. The Ministry of Internal Affairs was criticised by Censor for inattention to this appointment."
The monitoring report did not mention the material concerning the Ministry of Culture and Information Policy of Ukraine - about the filming of TV series at public expense.
In June 2023, the media also published an investigation about Odesa military commissar Yevhen Borysov, who was also actively discussed by the media and social media. After the publication of the material, there was a lot of criticism, including towards the Office of the President. At the same time, the media report mentioned this briefly: "Criticism within the framework of the case of the Odesa military commissar, in particular, the mention of theses about the promise to send military commissars to the frontline."
"Analysing the reports, journalists also noted that criticism of the authorities is often reported here with reference to generalised 'opposition media' and the addition of a certain subjective context. Usually, in this case, it is not specified which media outlets are being referred to. This can create the idea that the government in Ukraine is mainly "attacked" and critical materials about it are "promoted", the Bihus.Info article says.
According to journalists, the authors of the reports sometimes add political context with negative connotations, which is poorly identified with official documents.
"For example, in a report that analysed mentions of the 'United News' telethon, analysts called some of the marathon's critics 'Poroshenko's voters': "The most popular in general and within this topic in particular was the 'Poroshenko's voter' O. Leusenko, who first attacked the government on Twitter through the narrative of cooperation with oligarchs, and then through the government's policy towards NATO. The messages from his tweets were also noticed by others 'Poroshenko's voters'."
In the course of analysing the reports for the authorities, Bihus.Info came to the conclusion that sometimes they can form a false opinion among officials that criticism of them comes mainly from generalised "opposition media" (the reports do not provide a decoding of who the authors consider to be such) and that it is either "attacks" or "populism", the authors of the material noted.
