Russian dictator Vladimir Putin has not abandoned his goal of redrawing the balance of power in Europe three years after his full-scale invasion of Ukraine. Russia plans to launch a fear campaign of a "nuclear winter."

As noted, the temporary ceasefire in Ukraine risks giving Putin a chance to "catch his breath" before resuming the war against Ukraine to achieve this goal. His demand to the North Atlantic Treaty Organization to withdraw from Eastern Europe before a full-scale invasion of Ukraine still stands.
"Putin probably believes that the only way to resolve this conflict is through a Yalta-style agreement - that is, the division of Europe into spheres of influence," the report says, referring to the meeting of the leaders of the United States, Britain and the Soviet Union to reorganize Europe's borders and security architecture after World War II.
It is also noted that in order to prevent military support for Ukraine, Russia will be stirring up "fear of a nuclear winter" in Western societies this year. It also adds that Moscow is "very unlikely to use nuclear weapons" against Ukraine, but "seeing how the fear factor has held the West back so far," it will use it to the fullest.
In addition, Estonian intelligence warned that despite huge military losses and harsh Western sanctions, the Russian armed forces continue to grow, gaining experience on the battlefield and possessing new technologies. Although the country's economy has withstood external pressure, the pace of its development has slowed, affecting Moscow's ambitious plans to increase military production.
