Digital control of products for AFU is being implemented – Ministry of Defense

The Ministry of Defense of Ukraine is introducing a new system of control over the supply of canned food for the Armed Forces of Ukraine.

This was reported by the Ministry of Defense, Censor.NET reports.

As noted, under the new rules, the supplier, before shipping the products, generates an invoice in the system, indicating the corresponding test report number. If this number is not entered, a special database in the DOT-Chain IT system will not allow the invoice to be generated, making it impossible to supply products without laboratory control.

The Ministry of Defense notes that the introduction of new control mechanisms was a response to the identified abuses by unscrupulous suppliers.

"During the inspections, we found that the amount of canned food supplied to the Armed Forces far exceeds the volumes tested by our veterinary laboratories. This raised questions about the quality of the products. That is why we decided to change the system of monitoring the supply of such products to ensure transparency and strengthen control," said Ihor Leshchenko, Head of the Central Quality Control Department of the Ministry of Defense of Ukraine.

Thus, in this regard, all laboratory test reports are now sent to the State Operator For Non-Lethal Acquisition (DOT), which enters them into the DOT-Chain. It contains detailed information about the products: test report number, date of manufacture, manufacturer, batch volume, etc.

In turn, Volodymyr Chuhai, head of the DOT's product management department, noted that from now on, not only will military units be able to create online advertisements for the quality of products in the DOT-Chain, but the system itself will be able to proactively identify potential threats.

The system analyzes invoices on a daily basis, checking them against the database of test reports. If the supply limit is exceeded, the violation is automatically recorded, and the supplier must provide an explanation. If the violation is confirmed, the company will pay a significant fine, and the excess products will be banned from delivery and sent for laboratory testing.

Thus, thanks to the DOT-Chain system, the supplier receives payment only for the tested products, which should eliminate the financial interest for fraud.

It is reported that the control system is already in operation and is constantly being improved to further monitor and prevent the risk of supplying dangerous or substandard products to the Armed Forces.
