Shmyhal: Investment fund to be created based on agreement with US on minerals

Work on construction of fortifications in the Kharkiv region is 99.9% complete

The agreement between Ukraine and the United States on minerals signed on February 28 is a framework agreement and provides for the creation of an investment fund for the development and reconstruction of Ukraine.

This was announced by Prime Minister Denys Shmyhal in the Verkhovna Rada, Censor.NET reports with reference to Hromadske.

According to Shmyhal, the agreement defines the general principles, but all the details of the fund's functioning will be spelled out in the next international agreement.

"This agreement is a future agreement on the establishment of an investment fund for the development and reconstruction of Ukraine. Accordingly, this agreement describes the framework for the creation of the next agreement. The next steps are the signing and establishment of the relevant delegation, which will be approved by the government. It will receive the relevant directives. Next, intergovernmental work will take place to develop a project to create an investment fund," the Prime Minister explained.

According to him, the fund will be financed by a portion of the revenues received from subsoil extraction, but the minerals themselves will not be transferred to the United States and will not become contributions to the fund.

Shmyhal also emphasized that the agreement has a clause on security guarantees and is integrated into the architecture of already signed agreements with the United States.
