Almost UAH 500 billion to support army: Ministry of Defense modernizes defense procurement

The Ministry of Defense of Ukraine is modernizing defense procurement in accordance with the best Euro-Atlantic practices and in order to strengthen cooperation with NATO in this area.

This is reported by the Ministry of Defense, Censor.NET reports.

As noted, the ministry has developed and is implementing an implementation plan for the Strategic Review of the Defense Procurement System of Ukraine, which defines key priorities for 2025 and tasks for 2026-2027.

Director of the Procurement Policy Department of the Ministry of Defense of Ukraine Hlib Kanevskyi said that the defense procurement budget of the Ministry of Defense of Ukraine for this year is UAH 497.7 billion.

"This includes procurement through agencies, as well as procurement of innovative developments, individual procurement of military units, etc. The implementation of the Strategic Review unifies the procurement of the Ministry of Defense and strengthens the capacity of defense procurement in accordance with NATO best practices," he said.

The document reportedly covers such changes as digitalization of procurement processes, expansion of international cooperation and implementation of anti-corruption mechanisms, which will help increase transparency, accountability and efficiency of the defense procurement system.

In particular, the approved plan provides for

  • development of a detailed plan for the transformation of defense procurement management;
  • standardization of defense procurement practices among the components of the security and defense sector;
  • development of a framework structure for defense procurement contracting procedures, including direct contracts and closed selections;
  • collecting, summarizing and analyzing lessons learned from the experience of developing and managing defense procurement during the war;
  • sharing the results of the analysis of lessons learned by Ukraine with NATO member states, etc.

The Ministry of Defense expects that these changes will increase the level of confidence of international partners in Ukraine's defense procurement system, enhance transparency and competitiveness of the processes, and create conditions for attracting a wide range of suppliers. This will contribute to the development of Ukraine's defense industry and provide the Armed Forces with modern and high-quality weapons and equipment.
