Only 25% of Ukrainian refugees plan to return for permanent residence – Ombudsman’s Office

A quarter of Ukrainians who went abroad because of the full-scale war plan to return to Ukraine for permanent residence.
This was stated by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets, Censor.NET reports citing Ukrinform.
According to him, since February 24, 2022, more than 6.3 million Ukrainians have been registered in European countries. In total, according to the UN, 6.8 million Ukrainian citizens have left because of the war.
According to the study:
- 25% of Ukrainian refugees plan to return home;
- 16% plan to live in two countries;
- 38% have adapted abroad and are not considering returning;
- 21% remain in a state of uncertainty.
As noted, 87% of respondents also have temporary protection in the EU, 6% have been granted refugee status, and 4% have been granted a temporary residence permit.
The survey was conducted from October 30 to December 10, 2024. It involved 4,141 Ukrainians living in 43 countries.
