Draft law No. 4298 will restrict rights of local self-government, it should not be voted for - Filatov
Dnipro Mayor Borys Filatov has called for not voting for draft law No. 4298, as it restricts local self-government.
He posted this on Facebook, Censor.NET reports.
"Parliament plans to approve as a whole draft law 4298 of Bezhin! This is the MP from the Servants who is suspected of treason according to media reports. This is the same MP who actively promoted the robbery of residents of Dnipro, Lviv and almost 200 other large and small communities from all over Ukraine in the Rada," the mayor said.
According to Filatov, "draft law 4298, which:
- creates the 27th uncontrolled control body at the expense of taxpayers (are we already fully equipped with drones and shells, we just need more controllers?);
- introduces a system of irresponsibility and chaos at all levels of public authorities (does a school teacher or a kindergarten teacher need another auditor?);
- ignores the conclusions of the Congress of the Council of Europe on professional and transparent public service."
Also, the mayor said, draft law 4298 proposes to fund those who will have the right to suspend decisions made for these same citizens at the expense of every citizen of Ukraine.
"Suspension of local government decisions without a trial may concern decisions on school budgets, elimination of the consequences of shelling, assistance to veterans, our military... - the justification will have to be challenged in courts for years.
This project is good only for two categories of people - those who want to put pressure on the working people and those who do not want to do anything! But what a noble reason for the approval of 4298 - Ukraine Facility, supposedly European integration.
But, as always with the ‘servants of the people’, this is a COMPLETE LIE, because 4298 does not even smell of decentralisation and fulfilment of the requirements of the European Union. Instead, 4298 contains a completely Moscow-based model of governor-generalship and the NKVD's aversion to a fair trial..." Filatov stressed.
The mayor called for the rejection of draft law No. 4298 and the prompt approval of No. 13124, authored by all political forces in the Verkhovna Rada.
