Ukraine is unlikely to sign new draft minerals agreement proposed by US - Washington Post

Ukraine claims that the agreement on minerals presented by the United States differs significantly from the previous agreement.

It is noted that one of the Ukrainian officials said that the agreement creates the impression that Ukraine "fought a war with the United States, lost, was conquered and now has to pay reparations for life".
According to the sources, the 55-page draft agreement prepared by Washington and published in the Financial Times is genuine. It does not provide any security guarantees, and all US support to Ukraine during the war is seen as a debt to be repaid from the profits of the deal.
The document also grants the United States the "right of first refusal" for investments in energy and minerals, which effectively allows Washington to control these sectors.
One senior official noted that the project raises serious concerns in Ukraine because it redefines previous US grants as loans that must be repaid.
"This version of the agreement has no chance of being signed. What's the logic in that? They can agree to anything if they cannot achieve meaningful results. Either they are trying to act boldly, or they are setting maximum demands in order to reduce them to a minimum later," one official suggested.
As a reminder, Ukrainian President Volodymyr Zelenskyy said that Ukraine would not recognise US military aid as a debt.
