The enemy used civilians as "human shields"
According to the investigation, on November 10, 2025, the military forces of the aggressor state grossly violated the norms of international humanitarian law.
"At around 2:30 p.m., the commander of one of the Russian Armed Forces units, while communicating with his subordinates who had entered Pokrovsk, gave the order to use civilians as 'human shields,'" the statement said.
During the so-called "cleansing" of the residential sector, they were forced to lead a detained man, woman, and 13-year-old child in front of them, exposing them to mortal danger.
The identities of war criminals are being established.
Investigative and search operations are currently underway to establish all the circumstances of the crime, identify those involved, and determine the fate of the civilians.
The pre-trial investigation is being conducted by the Main Directorate of the Security Service of Ukraine in the Donetsk and Luhansk regions.
