Cabinet of Ministers permits weapons procurement contracts for up to three years

The Cabinet of Ministers has amended the defense procurement procedure for the period of martial law, allowing state customers to sign long-term contracts for weapons purchases using budget funds for up to three years.

Prime Minister Yuliia Svyrydenko said this on Telegram.

She clarified that the decision was taken to implement directives from the Supreme Commander-in-Chief’s Headquarters.

"From now on, state customers have the right to sign contracts for the purchase of goods, works, and services from the ‘Weapons of Victory’ list for the entire production cycle — from development and manufacturing to repair and refurbishment. Needs will be formed not only for the current year but also for the next two budget periods," Svyrydenko said.

She added that the amendments also provide for a new approach to advance payments under defense contracts.

"The approach to advance payments has been updated. Their amount and timing are now tied to stages of work completion. This makes it possible to finance production steadily, without stoppages or cash gaps. In this way, we are creating conditions for launching new production lines and expanding existing defense industry capacity," Svyrydenko added.

As reported earlier, the Cabinet of Ministers decided to create an updated Register of Arms Makers — an electronic database of manufacturers and suppliers of defense-related goods, works, and services.
