Officials have submitted over 634,000 declarations for 2025: NACP sums up campaign

During the declaration campaign, which ended on March 31, 2026, public officials submitted more than 634,000 declarations for 2025 to the Unified State Register of Declarations of Persons Authorized to Perform State or Local Self-Government Functions (the Register of Declarations).
This was reported by Censor.NET, citing the press office of the National Agency for Corruption Prevention (NACP).
How many declarations have officials filed?
Among them, 137 declarations were submitted by top officials of ministries, over 46,700 by officials in categories "A" and "B" (public servants holding managerial positions), more than 4,800 were submitted by judges and 20,200 by prosecutors, investigators, and inquiry officers, as well as over 110,000 by local government officials.
Regional distribution of tax returns
The geographical distribution of the declarations covers all regions of Ukraine. The largest number of declarations were submitted by officials from Kyiv and the northern regions (183,000), as well as from the western regions (172,000). Officials from the central regions submitted 150,000 declarations, from the southern regions—84,000, and from the eastern regions—45,000.
The peak of submissions is in March
As noted, the number of tax returns filed increased as the filing season drew to a close. Specifically, approximately 20,000 returns were filed in January, nearly 153,000 in February, and over 461,000 in March.
"During the last two weeks of March, an average of more than 18,000 tax returns were filed per day on weekdays, whereas in early March that figure stood at around 13,500. On weekends, the pace of tax return filings traditionally slowed to an average of about 8,000 returns per day," the statement said.
On the final day of the campaign, March 31, more than 15,600 tax returns were filed, while this year's record—nearly 24,000—was set on March 30.
The Role of the NACP's Digital Tools
A key element of the campaign was the National Agency for Corruption Prevention’s (NACP) continued implementation of digital tools that simplify the declaration process and improve data quality. In particular, more than 318,500 declarants—or one in two—generated the "Data for Declaration" report. In total, this tool was used over 1,163,000 times between 2021 and 2025.
"Financial oversight is one of the key mechanisms for building trust in the state, as well as an important element of prevention. The NACP’s task is to make the system as accurate as possible, convenient for declarants, and at the same time effective in identifying real risks and violations. Electronic declaration has been in place for 10 years now; during this time, declarants have learned to account for and report their assets, while society has learned to analyze this data and hold the government accountable," noted Agency Head Viktor Pavlushchyk.
