It should be reminded that ensuring security in the region is currently the key point of the negotiations on stabilization of the situation in the Donbas and implementation of the Minsk agreements. This issue is proposed to be solved by the efforts of the OSCE armed police mission, which should operate at least during the elections in the occupied territory of the Donbas. A unanimous decision of all 57 member countries is required to deploy the OSCE armed police mission in the Donbas.
Earlier, the president of Ukraine said that the OSCE had started debates on the introduction of the armed police mission in the Donbas. Ukrainian Foreign Minister Pavlo Klimkin also noted that during the talks, all the parties had recognized the need to deploy the OSCE armed police mission in the Donbas.
Russian Foreign Minister Sergei Lavrov formally confirmed that Russia was ready to accept the fact that "the representatives of the OSCE in the Donbas will be armed". Ukrainian Foreign Minister Klimkin stressed that there would be no representatives of Russia and its allies in the Collective Security Treaty Organization in the OSCE police mission. The parties are currently discussing the "negative list" approach which stipulates for each party to voice a country unable to participate in the mission in the Donbas, thus creating a list of conditionally nonaligned countries.
